
Captain Jad Lanigan oversees the Technical Services Bureau, which consists of 104 personnel. He has executive command over the Records Unit, Front desk sections, Information Management (CAD systems), the agency's Discovery and Public Records Releases, Property and Evidence/Impound Units, and lastly, the Quartermaster Unit, which consists of the Court Liaison/secondary employment for the agency. The annual budget for the Technical Services Bureau consists of approximately 4.8 million.
He has proudly devoted himself to the Aurora Police Department since January 1996. He and his wife, Michelle, have been married for 22 years and have three adult children. Captain Lanigan was promoted to Sergeant in January 2001 and worked as a Patrol Sergeant, Police Area Representative Sergeant and in 2008 asked to develop the District 3 Direct Action Response Team.
In November 2011, he was promoted to Lieutenant and was assigned as Watch
Commander to oversee Patrol Operations. In February 2013, he was selected as the District 3 Sector Commander, where he led the Direct-Action Response Team and the Police Area Representatives. In January 2014, he was reassigned to the busiest District, overseeing four specialty crime-fighting units responsible for coordinating resources to lead problem-solving efforts, including crime, quality of life, and traffic- related issues that negatively impact the community. In January 2016, he was appointed by the City Manager to fill a board member seat as the City of Aurora’s representative on the 18th Judicial District Community Correction Board, and he has sat on this board for over six years. Also, in January 2016, he was reassigned to the Community Resources Section, overseeing the School Resource Officer Unit, Senior Resource Officer, Volunteer Coordinator, Volunteer/Intern Programs, and Citizen Police Academy Programs. In October 2016, he was reassigned to the Investigative Support Section, supervising the Fugitive Team, Gang Unit, Intelligence Unit, and Task Force Motor Vehicle Theft Unit. In January 2018, he was selected as the Traffic Bureau Commander, overseeing 43 officers and 2 civilians. In January 2020, he was assigned as the Special Operations Bureau Acting Commander, overseeing 10 specialty units consisting of 126 Officers and 6 civilians. In June 2020, he was promoted to Captain over District 1
Patrol Operations, supervising 158 Officers and 3 civilians.
In October 2020, he was promoted to the executive rank of Commander, overseeing District 2 Patrol Operations, leading 131 Officers. In February 2021, he was asked to take over as the District 3 Commander, overseeing 137 Officers. In February of 2022, he was asked to take over the executive leadership of the Special Operations Bureau. In July of 2022, he was promoted to Division Chief of the Special Operations Division, where he worked side by side with approximately 166 personnel, overseeing ten specialty units consisting of the Gang Intervention Unit, Direct Action Response Team, SWAT Team, Fugitive Team, Gang and Robbery Investigation Team, Regional Anti-Violence Enforcement Task Force, Crisis Response Team, K9 Unit, Traffic Section, Auto Theft.
Captain Lanigan holds a Bachelor of Science Degree in Criminal Justice from Metro State University, Denver Colorado. He has also attended the Public Safety Leadership Program offered through the University of Denver, attended the IACP Leadership in Police Organizations management program, and graduated from the Senior Management Institute of Police (SMIP) session 80. Captain Lanigan was the Commanding Officer and first responder to the Century 16 theater shooting incident and was responsible for coordinating and implementing the initial police response, entry, arrest, and investigation. He received the Distinguished Service Cross, Life-Saving Award, and the Meritorious Service Ribbon for his actions.
